The functional concept of the hall is based on the creation of new things. Culture, creativity, education. The main hall contains modifiable workshop modules built into the old crane track. The workshops work on the principle of Scholastics. In the adjacent parts there is a biograph and a multihall. The aim is to create a place for today's communities to develop skills, from crafts to everyday practicality, for all age categories. The extension is converted into residential units.
Part of the urban design concept was to design a new City Hall for Prague 9. This landmark encloses the main square and is adjacent to Hall 20/21. The building presents itself with an arcade on the south side that supports the main axes.
