Cities developed in close connection with industrial production are now facing fundamental changes. Industrial decline, demographic changes, and population outflow lead to long-term population loss, loss of identity, and disruption of urban structure. This work is based on the assumption that a return to population growth is neither realistic nor desirable. The oversized urban structure no longer meets the real needs of the population. The aim of the work is to propose an alternative approach to urban planning that responds to population decline and emphasizes quality, concentration, and the strengthening of urban identity. The theoretical basis is the concept of a “city within a city” and the spatial concentration of life into smaller, legible units – urban magnets.
