Anotace
This paper deals with the construction of wind power plants (WPPs) in the Czech Republic and focuses on the regulation of their construction. The regulation should ideally lead to the balancing the interests in protecting valuable landscape while ensuring real development potential of this technology. The paper analyses two basic institutes, which regulate the construction of WPPs in the Czech Republic. These are processes of Environmental Impact Assessment (EIA) and land-use planning processes at the municipal or regional level. It is found that roles of individual actors in approval processes are not clear. Construction of WPP is so conflicting activity that technical-rational methods of evaluation in EIA processes are not appropriate. Based on comparing regulation in neighboring Germany there are defined two basic strategies to ensure optimal regulation of wind power plants construction. The key decision should be in hand of regional authorities.

Tématem článku je komplexní analýza nástrojů regulace výstavby větrných elektráren. Tento typ staveb je v úvodu představen jako jedinečný fenomén, s významným potenciálem proměnit českou krajinu. Z toho důvodu je třeba tomuto typu staveb odpovídajícím způsobem přizpůsobit regulační nástroje. Text vychází z analýzy dvou základních institutů, které v ČR výstavbu větrných elektráren upravují, a to proces posouzení EIA a územně plánovací procesy na úrovni obcí i krajů. Ukazuje se, že vztah těchto procesů významně předurčuje, jaký by měl být jejich výstup. Především ve výsledcích jednotlivých posouzení EIA lze identifikovat určitý zmatek. Ačkoliv je pro výstavbu větrných elektráren určující částečně politický proces vymezení odpovídajících ploch v územně plánovací dokumentaci, poměrně nepředvídatelné výstupy procesů EIA do této autonomní kompetence územních samosprávných jednotek v některých případech zasahují. I na základě analýzy pravidel platných v sousedním Německu jsou navrženy dvě základní možnosti, jak předmětné otázky řešit.

Anotace
The regions in the Czech Republic divide the country in administrative metropolitan areas around county cities. One level below smaller sub-regions are established around municipalities with extended power - in the same way around dominant towns as county regions. Lowest level of regions is created by gradient areas around municipalities. Authors of this article assumes that the regional planning on appropriate scale can ensure balanced development of concerned area and prevent unwanted disparities. Most affected by the problems with sustainable growth are those locations hardly accessible from activity centres and also insufficiently or incorrectly integrated locations. Within this article the landscape in peripheral part of Pardubice region around the village Nové Hrady u Skutče is considered as a particular case study. The paper aims to analyze simple demographic data and figure out this area as appropriate study for further exploration of human and social capital in this edge landscape.

No one is born hating another person because of the colour of his skin or his background or his religion. People must learn to hate and if they can learn to hate, they can be taught to love for love comes more naturally to the human heart than its opposite. What counts in life is not the mere fact that we have lived. It is what difference we have made to the lives of others that will determine the significance of the life we lead. Education is the most powerful weapon which you can use to change the world. For to be free is not merely to cast off one's chains, but to live in a way that respects and enhances the freedom of others.
